DESCRIPTION: Under general direction of the Human Resources Manager, develops and administers
programs, procedures and guidelines to help align the workforce with the strategic goals of the Agency,
operating in all aspects of Human Resources including training and development, employment, employee
relations, compensation, benefits, employment law, and organizational development. This is an advanced
professional-level classification, which works with minimal supervision and performs tasks independently
and also as a team member to support the Human Resources Department initiatives. This position is
located at the Colgate Power House and will occasionally work at the Marysville Office.
EXAMPLES OF ESSENTIAL DUTIES: The HR Analyst
develops and leads HR practices and objectives that will
nurture an employee-oriented, high-performance culture that
emphasizes empowerment, quality, productivity and
standards, goal attainment, and the recruitment and ongoing
development of a superior workforce. Examples of duties
include:
Training & Development: Assists with the implementation of
the performance management system including performance
development plans (PDPs) and employee development
programs; assists with the establishment of an in-house
employee training system, including needs assessment, new
employee orientation and onboarding, management development, production cross-training, the
measurement of training impact, and training transfer.
Employment: Coordinates the recruitment process of a superior workforce.
Employee Relations: Partners with management to communicate HR policies, procedures, programs, and
laws; recommends employee relations practices necessary to establish a positive employer-employee
relationship and promote a high level of employee morale and motivation; conducts investigations regarding
employee complaints or concerns.
Compensation & Benefits: Provides competitive market research and prepares pay studies to help
establish pay practices and pay bands that help to recruit and retain superior staff; provides day-to-day
benefits administration services; administers the 457, 401(a) plan and completes yearly compliance
reporting; administers disability and workers compensation claims; plays a key role in the development and
maintenance of the HR module of the agency-wide enterprise resource planning system.
Law: Complies with all existing governmental and labor legal and government reporting requirements
including EEO, ADA, FMLA, DOL, Workers Compensation, and OSHA.
Organization Development: Assists with organizational development issues such as succession planning,
workforce development, key employee retention, organization design, and change management; enhances
employee communication and feedback through such avenues as Agency meetings, suggestion
programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and
Intranet use.

DESIRABLE EDUCATION AND EXPERIENCE: This position
requires the equivalent of a Bachelor’s degree in HR,
Organizational Development, Business Administration or similar
field from an accredited college or university and 3-5 years of
progressively responsible experience. Experience in a public
agency environment is highly preferred.
Specialized training in employment law, compensation,
organizational planning, organizational development, employee
relations, safety, training, and preventative labor relations is a
plus, as is Professional in Human Resources (PHR) certification.
Must have the ability to obtain and maintain a valid California
driver license and an acceptable driving record.
EMPLOYEE BENEFITS: Annual leave includes 15 vacation days, 15 sick days, and 13 holidays. Agency
will pay full cost of Health Insurance (medical, dental, vision) for employee and dependents equivalent to
the least expensive plan available to any qualified employee. CalPERS: For Classic Members, the formula
is 2%@55 plan based on highest 12 months (Agency pays 5% of the employee contribution for classic
members only); For New Members, the formula is 2%@62 based on the highest 36 months. Employee
contributions are fully refundable with interest upon termination; vested after 5 years. The Agency does
not participate in Social Security, but contributes to a deferred income plan in lieu of Social Security. Agency
pays for a $50,000 life insurance policy for each employee.
