Nestled between the Blue Ridge and Appalachian Mountains, the VCCS Shared Services Center is centrally located to all 23 colleges in the VCCS, 43 miles from Blacksburg, VA, and a four hour drive from Washington, D.C. A vital part of the ever-growing Roanoke Valley, Daleville is a haven for tourists and residents alike. Within an hour’s drive are the breathtaking Smith Mountain Lake, world-famous Appalachian Trail, and many other outdoor activities, including golfing, biking, and hiking. The thriving Historic City Market in downtown Roanoke and the Daleville Town Center and Performance Pavilion also host farmers markets, community and cultural events, and festivals throughout the year.
The VCCS Shared Services Center is an innovation strategy to advance the priority of student success, reduce the administrative burden on individual colleges, consolidate transaction-based functions, create economies of scale and improve backroom process efficiency. This work allows the VCCS to better focus resources on the students – helping them start their educational journeys, persist, and succeed.
Provides leadership, direction, and supervision of staff responsible for all aspects of the onboarding process for the 23 VCCS colleges, System Office, and Shared Services Center. Ensure that a quality work product is produced throughout HR Operations by creating and maintaining departmental metrics. In addition, the HR Operations Supervisor is responsible for:
- Ensuring HR Operations staff comply with VCCS Shared Service Center policies, DHRM, and VCCS hiring policies and procedures.
- Ensure all candidate and employee transactions are timely and maintain compliance following state and federal regulations. Communicate non-compliance issues to management and address issues through training and process management.
- Maintain position, job, and employee data in HR systems for assigned agencies.
- Resolve system issues and provide timely, courteous, and professional customer service to internal and external customers. Work with System Office ITS to ensure escalated issues are resolved timely.
- Collaboratively work with SSC functional managers to ensure the colleges’ and System Office’s requests are met accurately and timely.
- Ensure HR Operations staff reconciles validation queries, checklists, and reports to regularly maintain accuracy and data integrity.
- Supporting compliance procedures associated with regulatory authorities (e.g., VCCS Internal Audit, DHRM, and the Department of Accounts).
- Provide training to colleges, System Office, and Shared Services Center to educate necessary personnel on all SSC onboarding and off-boarding processes to ensure all processes are streamlined and efficient.
- Provide daily guidance and ongoing training to HR Operations personnel.

- Ability to be detail-oriented in auditing documents, including the ability to check the accuracy of information involving a variety of documents in the onboarding and offboarding processes.
- Significant knowledge of human resource policies and practices and ability to interpret policies and transfer the knowledge to the staff.
- Significant knowledge of contemporary processing operations in an automated environment and ability to transfer those skills to staff.
- Considerable knowledge of State and Federal laws related to employment.
- Strong technical and functional knowledge of and experience in HR operations, procedures, and systems (e.g., time and leave, onboarding, backgrounding, etc.).
- Ability in developing staff knowledge, skills, and abilities.
- Ability to exercise sound judgment, take initiative, handle multiple competing priorities, solve problems, and attend to detail while maintaining a big-picture perspective.
- Ability to build working relationships across multi-functional services to solve problems and achieve common goals.
- Ability to provide exceptional customer service to internal and external customers professionally and to transfer those attributes to staff.
- Ability to work and communicate effectively and collaboratively in a team environment with matrix reporting relationships and multiple and diverse functional customers.
- Ability to collaboratively work with SSC Operations Managers and other functional managers to ensure the colleges’ and System Office’s requirements are met.
- Ability to express thoughts verbally, in writing, and through presentations.
- Ability to manage and delegate daily operational tasks to maximize efficiency and ensure deadlines are met.
- Energetic, resourceful, and self-directed
- Ability to maintain confidentiality.
- Ability to use the computer hardware and software required for the job, including word processing, database, and spreadsheet applications.
- Expertise in MS Office products and demonstrated expertise to perform data analysis using Excel.
- Knowledge of Commonwealth of Virginia benefits programs and systems.
Required Qualifications:
- Bachelor’s degree, with major emphasis in human resources, business administration, or similar area from an accredited institution, or equivalent education and experience
- Experience building Human Resources related metrics
- Experience using continuous improvement techniques
- Multiple years of experience in Human Resources
- Experience with automated Applicant Tracking and Onboarding systems
- Multiple years of experience in effectively leading, supervising, and positively motivating a staff of 5-10
Preferred Qualifications
- Knowledge of Commonwealth of Virginia DHRM policies
- Knowledge of VCCS policies
- Knowledge of HCM/PeopleSoft functionality
- Experience managing staff at a shared services or call center
- Experience in higher education and/or state government, and/or a large corporate environment
- Experience writing and updating policies and procedures
- Experience working in a start-up and/or ambiguous environment
- Experience with administering Commonwealth of Virginia benefits programs
- Experience with SharePoint
- PHR, SPHR and/or SHRM-CP, SHRM-SCP
