Chief Tribal Officer
Will direct the planning, organization, staffing, & budgeting of Tribal Government operations providing a variety of Programs and services and procure the support necessary for implementing Programs & providing services. Coordinates Program issues & status; directs subordinate employees/Directors; develops budgets; participates as a member of the Management Team.
ESSENTIAL DUTIES &/or RESPONSIBILITIES:

--Responsible for Administering & coordinating all Administrative functions of the Tribe. Directs & Coordinates Administration of the Omaha Tribal Government in accordance with policies determined by Tribal Council.
--Supervises activities of all departments. The programs & services planned & directed by the CTO includes Natural Resources, Human Services, Tribal Operations, Public Safety, Health & Welfare Services, Economic Development, Facility & Maintenance, Office of Public Relations & Central Administration.
--Prepares program annual budget & submits estimates to Tribal Council for approval. Makes recommendations to the Tribal Council on all Tribal budget matters. Provides advice & assistance to the Tribal Council in their development & use of their resources.
--Maintains the relationship between Omaha Tribal Council, Federal Government, State Government, Management Team, & other agencies providing Programs & services to the Tribe. Develops & fosters the relationship to support a co-equal partnership arrangement in carrying out all Governmental & Programmatic responsibilities of the Tribe. Meets with Tribal Council & constituents to solicit their ideas, discuss Programs & encourage their support & confer with leaders of other Governments to solve Mutual problems.
--Administers the Programs & services in accordance with Tribal Laws, Regulations, Policies, Procedures & Guidelines. Delegates authority concerning allocations & use of resources (manpower, facilities, supplies, & materials) while maintaining internal control of Programs & activities in a manner which best benefits the Tribe & Tribal Members.
--Continually evaluates current plans & operations of each subordinate unit with the Tribe to determine their efficiency & effectiveness in meeting requirements & providing services. Determines the general nature & scope of changes required for more effective accomplishment of current & projected mission; plans & established new or evaluates existing plans, policies & procedures. Initiates, studies & evaluates need for establishment of new &/or abolishment of obsolete Programs & acts to implement the findings within the broad framework outlined by the Department. Determines resource needs & allocates resources for successful accomplishment of objectives. Plans future development of expansion of public services.
--Approves leave, maintains discipline, identifies training requirements & provides or assures training for immediate subordinates. Explains & defines responsibilities, objectives & goals to subordinate supervisors; & evaluates results achieved for program compliance & effectiveness.

EDUCATION &/or EXPERIENCE
Bachelor’s in Administration or Business Administration; & experience in a Managerial or Administrative capacity, with responsibility for Program Management & Accountability, budget preparation & implementation, Program analysis/evaluation, policy development & implementation, public relations, interagency coordination, Legislative development &/or analysis.
