Job Description

Position for an experienced Lead Project Manager for planning and implementation of ongoing and future Comprehensive Everglades Restoration Plan (CERP) projects.  The Lead Project Manager should be able to execute the project delivery process by managing high-profile/high priority projects which support one or more of the District’s strategic Ecosystem Restoration Programs in the Ecosystem Restoration Planning Bureau. 

Demonstrates a knowledge of District and U.S. Army Corps of Engineers policies and project management processes in the Federal Planning Process including the National Environmental Policy Act (NEPA), excellent analytical and problem-solving skills and effective project management skills. Ability to manage multiple, high priority/complex ecosystem restoration projects leading diverse project teams with representatives from multiple federal, local, state and tribal governments under tight deadlines and align the scope, schedule and budget with the District’s strategic mission. 

Demonstrates excellent verbal and written communication skills in sharing complex and sensitive information with internal and external stakeholders including federal, state, local and tribal governments and members of the public.  Incumbent applies Project Management concepts and methods to: influence decision-making and resolve conflict among stakeholders (internal and external); effectively develops a multimillion-dollar project budget; identify and measure critical success factors; and, identify team members that are technically proficient to represent the various disciplines needed to implement the project. Project Management concepts and methods incorporate scope, time, cost, quality, human resources, communication, risk, procurement and integration management skills.  
 

This position may be filled at a lower level, Senior Project Manager or Project Manager.


Education/Experience Guidelines: 
Lead Project Manager: Typically has a bachelor’s degree in a related discipline and a relevant specialty license or a master’s degree in a related discipline and 8+ years’ experience.  Prior experience is a blend of project management and business/line department roles (i.e., Science, Engineering, etc.).

Senior Project Manager: Typically has a bachelor’s degree in a related discipline and a relevant specialty license or a master’s degree in a related discipline and 6+ years’ experience.  Prior experience is a blend of project management and business/line department roles (i.e., Science, Engineering, etc.).

Project Manager: Typically has a bachelor’s degree in a related discipline and 4+ years’ experience.  Prior experience is a blend of project management and business/line department roles (i.e., Science, Engineering, etc.).

License(s) / Certification(s): 
Valid State of Florida Driver's License required.

Project Management Professional (PMP) certification preferred but not required.  Examples of relevant specialty licenses include State of Florida Professional Engineer (PE) or Professional Geologist (PG) license and Registered Architect (RA). 

Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
