The incumbents support the work of management staff by conducting day-to-day support , professional-level procurement and contract administration activities and by providing a professional-level resource for organizational, managerial, and operational analyses and studies
Under general direction, provides professional-level procurement and contract administration duties, including developing requests for proposals, soliciting bids, administering and monitoring contracts, issuing purchase orders, and processing new vendors. The incumbent performs detailed analyses and support relating to procurement, administrative, budgetary, and contract administration to assigned departmental projects and programs; develops, summarizes, and maintains detailed administrative and procurement records; analyzes programmatic practices and procedures and makes recommendations for organizational, operational, and procedural improvements; fosters cooperative working relationships with District managers, public, and regulatory agencies; and performs related work as required.

- Coordinates and performs complex professional-level administrative and programmatic work in such areas as procurement, contract administration, and financial analysis.
- Researches and develops detailed product and/or service specifications and establishes contract terms; confers with department staff to resolve questions regarding intent and expected use of goods and services, specification definitions, and scope of work statements.
