Part Time Bilingual Property Manager to oversee the day to day operations of
a Tax Credit Property located 90 Dillon Rd., HHI.
Basic Functions
- Responsible for maintaining the physical asset and maximizing the financial returns from that asset in accordance with the owner,s objectives
- Responsible for hiring. training. supervising, developing, and terminating all on-site personnel
- Assists supervisors with special projects and administrative tasks
- Ensures staff compliance with company policies and procedures
- Ensures staff performance of duties on a timely basis
- Completes all Income Certifications and related compliance reports
Relationships
- Reports to Regional or District property Manager.
- Supervises all on-site personnel. including staff supervisors and any contract workers.
- Maintains relationships with all residents, ensuring consistent application of property policies. i.e. Rent Collection
- Maintains relationships with other departments within the company, including
accounting, data processing, and acquisitions - Provide empathetic listening to the residents.
- Maintains relationships with clients, the community, and the profession
- Maintains relationships with suppliers, vendors, and professionals servicing the company or property
Responsibilities
The activities listed below are not all-inclusive. However, they are indicative of the types of activities normally performed by the resident manager.
A. Maintaining the physical asset:
- Supervises maintenance staff. including maintenance supervisor and any contract workers;
- Supervises scheduling of maintenance work;
- Establishes rotating schedule of personnel for emergency maintenance;
- Makes regular inspections of grounds, including all common hallways;
- Supervises ail vacant apartment make-ready procedures;
- Makes recommendations for physical repairs, replacements, and/or improvements;
- Makes recommendations for supplies, materials, and equipment;
- Recommends expenditures, within budget allocations;
- Evaluates maintenance operations periodically to determine cost efficiency.
- Completes quarterly inspections.
B. Marketing and Leasing:
- Supervises assistant manager and leasing staff; (where applicable)
- Responsible for preparing of advertising and marketing programs for approval;
- Responsible for regular market surveys;
- Prepares weekly and monthly reports;
- Reviews all rental applications and lease forms for accuracy and compliance with resident policy;
- Makes recommendations to improve marketing and leasing programs.
- Works with agencies for referrals.
C. Tenant Management:
- Implements rent collection programs;
- Reviews resident complaint log;
- Supervises move-in and move out procedures.
- Works with case managers/families/other agencies (where applicable) to comply with lease terms.
D. Financial Reporting and Control:
- Assists in preparation of the budget;
- Reports variances from budget;
- Assists in preparation of monthly financial accounting, reporting, and explanation of variances;
- Prepares purchase orders:
- Approves invoices for payment.
- Reports payroll information to operations director on a timely basis;
- Prepares inventory of all equipment and supplies;
- Ensures bank deposits are made daily.
E. Administration:
- Supervises office administrative staff
- Assists in preparation of Management Plan; adheres to Management Agreement and Plan.
- Updates property operations manual, when necessary;
- Supervises maintenance of property files and records;
- Recommends hiring or terminating personnel;
- Supervises employee training and development programs;
- Makes formal employee evaluations and recommendations for promotion and/or salary increase
- Handles any emergency that may arise on-site;
- Supervises security personnel and reviews reports;
- Takes follow up action on security reports;
- Advises answering service of rotating schedule for emergency maintenance;
- Monitors and follows up on work order log;
- Communicates all problems and makes recommendations to operations director.
Qualifications
- Education/Experience
- College education;
- Accredited Residential Manager (ARM), certified occupancy Specialist (COS) or other comparable designation; or
- Minimum of three consecutive years' experience as resident manager or experience in a related field.
- Minimum one year managerial experience, supervising three or more subordinates
- Ability to handle finances and work within a budget
