We are currently recruiting for a focused, seasoned and detail oriented professional to step into the key role of Senior Recruiter on the small but dynamic Talent Management team located in Lakewood.
The person we are looking for has found their niche in recruiting. They really enjoy the work and see a challenge in every vacancy. They know that there are highly talented people out there who would excel in each position, if we can find them and let them know about it! The candidate we want to hire is the one who won't stop until they have gone the distance. They know how to use the internet to find the right mix of talent and skill. They like meeting people in person, talking to them on the phone and interacting with them in general. This person will understand that there is a real person behind each application.
The ideal candidate will have exceptional communication skills. They will understand that successfully multi-tasking in recruitment means managing multiple recruitments simultaneously. They are fully engaged in each component of the full life-cycle of the recruiting process. They know that in a fast paced organization, effective recruitment is critical. They may have experience recruiting in the public sector and come with an understanding of all of the additional requirements. Reporting to the Talent Management Administrator, this individual will be responsible for:
- Representing Pierce Transit internally and externally;
- Establishing credibility as an internal business partner, consulting on routine and complex recruitment and selection activities;
- Developing effective strategies to achieve outcomes, overcome obstacles and support the success of the organization through recruitment related initiatives;
- Building awareness regarding risk and mitigation;
- Monitoring processes to ensure selection practices are standardized, documented and defensible and managing associated data in the ATS;
- Creating outreach and marketing strategies to include traditional as well as innovative approaches to reaching sufficient pools of diverse candidates

- Independently prioritize, plan, coordinate, and implement duties as necessary to support and fulfill hiring needs to accomplish the assigned responsibilities.
- Timely update and maintenance of information in the ATS.
- Promote Pierce Transit as an employer of choice that welcomes a broad, diverse pool of qualified candidates for vacant positions;
- Conducts specific, strategic and targeted outreach to increase veterans and diverse applicants as a standard practice and in response to disparate impacts on applicant demographics;
- Implements proactive recruitment outreach, marketing and search methods.
- Develops creative marketing strategies and tools to build and maintain the availability of diverse and qualified candidates.
- Develops, builds and maintains successful, collaborative working relationships with internal and external entities including organizations, community leaders and individuals.
- Energizes and engages others around a common purpose and direction to enhance accomplishment of the recruiting plan.
- Provides advice, interpretation and counsel to stakeholders regarding applicable practices, rules, regulations, policies and procedures in recruitment to include consultation on compensation and retention;
- Uses and applies knowledge and expertise to make decisions on complicated issues.
- Consults with internal stakeholders to assess needs; plans, develops and implements strategies to promote effective recruitment activity to provide sufficient numbers of qualified and diverse candidates;
- Researches, organizes and communicates information to customers and stakeholders, both orally and in writing, using various technologies such as telephone, electronic mail, computer equipment etc.
- Conducts the assessment and evaluation phases of the applicant pools;
- Conducts the screening and disqualifying of candidates; performing these steps in NEOGOV in real time
- Screens and confirms applicants for any related assessments if applicable, documents associated scoring and regrets unsuccessful applicants;
- Conducts interviews as appropriate.
- Engages hiring managers in selection of candidates.
- Develops reports on recruitment related information, documentation and metrics using various technologies including telephone, electronic mail, spreadsheets and presentations.
- Maintains applicant files appropriately and in compliance with local, state and Federal law.
- Utilizes mainframe computer databases, word processing, and electronic mail applications
- Works extensively with internal and external stakeholders, diversity outreach centers, marketing networks and community partnerships to build candidate pools;
- Ensures that recruitment activities are conducted in full compliance with PT's strategic plan, hiring protocols, employment laws, regulations and policies;
- Conducts activities through active partnerships with Operations, Training and all other internal stakeholders.
- Provide testing and implementation of system upgrades and troubleshooting problems.
- Prepares correspondence, records and reports; maintains and updates confidential records and files; provides technical information and assistance to employees, applicants and the public.
- Demonstrates regular and reliable attendance.
- Performs other related duties as assigned.
Qualifications
Knowledge of and skill in applying:
- Human resources functions, reporting and recordkeeping requirements, specifically focused on recruitment and selection laws and regulations;
- State and federal employment and labor laws, relevant court decisions impacting employers on recruitment and selection activities;
- Knowledge and experience to provide consultation and direction on complex issues and questions as related to recruiting, screening, and selection;
- Basic mathematics and statistics;
- Modern office equipment to include computers and recruitment related software applications.
Ability to:
- Demonstrate strong organizational and time management skills;
- Ensure a high degree of accuracy and follow through to completion of assigned tasks through consistent attention to detail;
- Manage multiple priorities and deadlines simultaneously;
- Develop and implement effective outreach and marketing plans to build diverse pools of qualified applicants;
- Successfully facilitate volume hiring processes to include public speaking;
- Develop and present data and reports related to activities performed for planning, tracking and evaluating quality of recruitment practices, activities and results;
- Proficiently use Microsoft Word, Excel, Outlook email and calendar;
- Interact with others courteously and professionally using excellent communication, consultation, presentation and public relations skills;
- Recognize problems and recommend solutions, being resourceful in identifying options to address complex issues or scenarios.
Required:
- Associate's Degree
- Three (3) years recruiting experience to include a minimum of two (2) years independently performing all associated tasks;
or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Desired qualifications include:
Five or more years as a senior level recruiter in a public sector environment
Experience recruiting for volume hiring
Proficiency utilizing NEOGOV
Professional Human Resources certification
