The Ohio Valley Educational Cooperative (OVEC) is a consortium of 15 school districts serving over 155,000 students in North Central Kentucky. Established in 1976, the Cooperative provides a vehicle for conducting regional planning, development, and implementation of educational programs on a continuing basis. MINIMUM QUALIFICATIONS:
Bachelor's degree in Accounting or related field required.
GENERAL RESPONSIBILITIES:
Manage the financial records of OVEC Head Start including all records and data related to local, state, and federal programs. Assist in maintaining the computerized accounting system and generate accurate financial reports on a timely basis. Regularly inform the Chief Financial Officer and Head Start Director as to the budget status of programs and grants by providing monthly financial reports and detailed transactions' reports.
SPECIFIC RESPONSIBILITIES:
- Provide assistance in the development of written Financial Procedures.
- Recommend, develop, and assist with delivery of supervisory and end-user training, including related materials.
- Conduct review of financial status and implementation of procedures and safeguards.
- Attend meetings of the Financial Oversight and Internal Controls Work Group and provide feedback and advice when appropriate.
- Provide updates to the OVEC Superintendents, Finance Officers and Policy Council as necessary and requested by the Head Start Director.
- Assist in developing and delivering training on Financial Procedures for managers and staff.
- Supervise assigned staff.
- Ensure all childcare billing reports are accurate, inventory control, oversee USDA reports and assist in writing budgets for new grants.
- Monitor in-kind and non-federal share program-wide.
- Assist the Head Start Director and the Director of Development with refunding applications program-wide.
- Ensure accuracy and timely approval of all purchase orders.
- Additional duties as assigned.
COMPENSATION:
Annual contract with a maximum contract of 240 days. Salary based on rank and experience in accordance to OVEC's Certified Salary Schedule.
