Established in 1976, the Cooperative provides a vehicle for conducting regional planning, development, and implementation of educational programs on a continuing basis. MINIMUM QUALIFICATIONS:
Bachelor's degree in Early Childhood Education or related field required with experience teaching young children. Master's degree preferred. Minimum of 3 years of Early Childhood Education experience preferred. Minimum of 2 years of managerial experience in leading a team.
GENERAL RESPONSIBILITIES:
The Education Manager will oversee the coordination and implementation of overall educational, mental health and disability services for Head Start, Early Head Start and Child Care Partnership. Provide supervision and support to all Quality Mentors, Disability Consultant and Mental Health Consultant. Ensure the overall program quality adheres to all state laws, licensing regulations, Head Start Program Performance standards, OVEC Head Start policies and procedures, and instructions from Head Start director.
SPECIFIC RESPONSIBILITIES:
- Comply with Head Start Program Performance Standards, Kentucky childcare licensing regulations, and OVEC Head Start policies and procedures.
- Understand and comply with Kentucky childcare licensing regulations, STARS, ITERS (Infant Toddler Environmental Rating Scale), ECERS (Early Childhood Environmental Rating Scale), and CLASS (Classroom Assessment Scoring System) as applicable to position.
- Supervise and monitor performance of Quality Mentors, Child Development Specialists, Disability Consultants, and Mental Health Consultants according to the job descriptions and OVEC Head Start policies and procedures.
- Perform staff evaluations and monitor professional development plans.
- Ensure all Quality Mentors, Disability Consultants, and Mental Health Consultants adhere to job requirements and OVEC Head Start policies and procedures. Complete corrective action when needed on any performance issue.
- Monitor the completion of ITERS, ECERS, and CLASS observations conducted by the Quality Mentors and/or contracted organizations and maintain TSG.
- Work with Head Start director to supervise the budget preparation and the expenditure of applicable funds.
- Work with appropriate staff to coordinate and plan PL Days.
- Plan and coordinate preservice and other trainings as needed.
- Responsible for program compliance with state, federal and local regulations and Head Start Program Performance Standards as they relate to education, mental health, and disabilities
- Develop and conduct monitoring plans (ITERS, ECERS, CLASS, and Curriculum Fidelity).
- Develop policies and procedures as they relate to education, mental health and disabilities.
- Work in collaboration with Data Analyst Team Manager to assess in the analysis of data.
- Oversee and provide training and technical assistance to Quality Mentors, Child Development Specialist, Disability Consultants, and Mental Health Consultants as needed.
- Monitor Paychex for accuracy and preliminary approval.
- Obtain and/or maintain valid CLASS reliability certification and be responsible for implementing CLASS.
- Obtain and/or maintain valid Kentucky Trainer Credential.
- Coordinate with other central office staff and managers to implement training for field staff and others.
- Coordinate with central office staff to develop and track Training and Technical Assistance (T/TA) Plan.
- Coordinate yearly playground inspections including plans of correction with certified playground staff.
- Monitor school readiness data and head Program Planning Committee meetings.
- Facilitate and monitor curriculum fidelity in collaboration with the Quality Mentors and Child Development Specialists.
- Responsible for monitoring, documenting, and reporting classroom teacher/child ratios.
- Additional duties as assigned.
COMPENSATION:
Annual contract with a maximum contract of 240 days. Salary based on rank and experience in accordance to OVEC's Head Start/Early Head Start Certified Employee Salary Schedule.

Rate of Pay: Salary based on rank and experience in accordance to OVEC's Head Start/Early Head Start Classified Employee Salary Schedule.
