The Human Resources Administration (HRA) is the nation’s largest social services agency assisting over three million New Yorkers annually through the administration of more than 12 major public assistance programs.  HRA also provides numerous ancillary and support services to clients enrolled in particular public assistance programs including assisting clients acquire academic credentials, build occupational skills that are in demand, and engage in job search that results in placement and retention in employment. 

 

HRA’s Office of Police Operations (OPO) manages approximately 110 uniformed Peace Officers and more than 500 contracted security guards assigned to HRA’s facilities citywide.   OPO’s primary responsibility is to protect the safety of HRA’s employees and clients, as well as their property and the agency’s physical assets.   OPO also provides security for special events, construction and work conducted outside of normal business hours, and emergencies.

 

HRA/Office of Police Operations is recruiting for Deputy Director of Security, M-II to function as Chief, Patrol Operations who will:

  • Provide day-to-day management of Police Operations and the contracted security services in the field, which includes direct supervision and coordination of the activities of the Zone Inspectors, Captains and Lieutenants who report to their borough assigned locations and hold on-site Sergeants accountable for ongoing Police Operations and security monitoring.
  • Periodically make on-site inspections to observe first-hand results of Police Operations and security monitoring and makes recommendations and/or establishes new policies and procedures, if required.
  • Direct and oversee security investigations of particular incidents and assessments of security risks including the development of appropriate documents and assurance of timely reporting while ensuring that the HRA Special Investigations Division (SID) is notified of any use of force incidents.
  • Ensure proper scheduling and deployment of Police Operations staff and field security and fire safety personnel for adequate post coverage and maximum utilization of available resources
  • Manage the 24-hour security desk and ensures proper coverage and notifications are made, especially during the off-hours.
  • Evaluate the performance and effectiveness of Zone Inspectors, Captains, Lieutenants, Sergeants, Special Officers and the security personnel under them; takes appropriate disciplinary action directly and expeditiously against those who do not meet required standards.
  • Ensure proper, timely dissemination and uniform enforcement of security policies and procedures.
  • Establish with input from field personnel facility-specific goals/objectives and priorities regarding maintenance of a secure environment, deterrence of undesirable incidents, and provision of an effective security response.
  • Monitor and oversee all OPO programs including reporting mandates and tracking requirements which are comprised of the Body Worn Camera (BWC) initiative, Security Incident Tracking and Reporting System (SITARS), Arrest Reporting, Criminal Court Summons Tracking and Workplace Violence.
  • Advise the Assistant Deputy Commissioner (OPO) about new security policies/ procedures or changes in current security policies/procedures that may be needed, based on recommendations/information provided by field personnel and his/her own expertise and observations.
  • Make recommendations to the Assistant Deputy Commissioner (OPO) for improved Police Operations and service delivery.
  • Make regular summary reports to the Assistant Deputy Commissioner (OPO) and keeps the OPO informed of all significant Police Operations and security issues and concerns.
  • Assist the Assistant Deputy Commissioner (OPO) in advising the HRA/DSS Chief Operating Officer (C.O.O.), executive management and program heads on security issues.
  • Acts as a liaison with the NYC Police Department and other law enforcement agencies.
  • Performs the duties of the Assistant Deputy Commissioner (OPO) in their absence.

 

Qualification Requirements:

  • A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory experience in the creation, maintenance and enhancement of a comprehensive physical security program of a large governmental agency; at least eighteen months must have been in an administrative, managerial or executive capacity, or in supervising security personnel; or
  • A high school diploma or its equivalent and six years of full-time, satisfactory experience in the creation, maintenance and enhancement of a comprehensive physical security program as described in "1" above; at least eighteen months must have been in an administrative, managerial or executive capacity, or in supervising security personnel as described in "1" above; or
  • Education and/or experience equivalent "1" or "2" above.  However, all candidates must have the eighteen months experience in an administrative, managerial or executive capacity, or in supervising security personnel as described in question "1" above.

 

Preferred Skills

  • Expanded administrative police/security experience, including extensive knowledge of the NYS Penal Law, the NYS Criminal Procedure Law and current arrest procedures.
  • Extensive knowledge of peace officer training parameters.
  • Extensive knowledge and experience in NYS Public Employer Workplace Violence Prevention Programs.
  • Security experience working in a social service environment
  • Solutions-Driven Manager: a creative thinker, especially with experience in developing innovative risk-management policies and procedures.
  • A proven leader with experience dealing with crisis situations involving varied levels of staff and management.
  • Ability to provide strategic leadership and guidance to a team is required.

  • Knowledge of the Genetec Security Center (CCTV, Security Access Control Software)
  • Ability to read architectural floor plans to identify security vulnerability.
  • Possess knowledge in the area of emergency/disaster management, physical security, critical incident stress management, risk management and evacuation procedures.
  • Familiar with emergency procedure protocols and regulatory interfaces.
  • Experience working with local, state and federal law enforcement entities.
  • Ability to establish and maintain cross-functional and positive working relationships.
  • Experience reviewing and negotiating proposals and managing contracts for security related goods and services.

 

Residency Requirement:

New York City Residency is not required for this position.

 

Additional Information:

Hours/shift: Candidate will be on-call 24 hours a day/7 days a week

 

Salary Range: $64,922 - $102,000 (Annual)
