The MnTRECC program acts as a liaison between tribal child care programs, Child Care Aware Minnesota programs and the Department of Human Services to offer statewide services and connecting these resources to tribal early childhood programs.

License/Certification Requirements: Valid MN Driver's License, current insurance or be insurable is preferred.
Summary: Responsible for supervising and providing oversight in the implementation of the Minnesota Tribal Resource for Early Childhood Care contract with the MN DHS. This person will work as part of a team to carry out the following responsibilities.
Education Requirements and Experience:
- BS in Early Childhood or related field is required.
- Minimum one year experience working in the Early Childhood field and within the community is required.
- Experience in public relations and public speaking is required.
- Management & Administrative Skills are preferred.

Supervisory Duties:
- Supervise, train, evaluate and provide general guidance to MnTRECC staff to include the Professional Development Advisor, Outreach Grants Coordinator & Leech Lake Baseline Coordinator.
- Responsible for ensuring assigned staff utilizes the electronic timekeeping system.
- Responsible for the approval of work hours, necessary adjustments and documenting reasons for adjustments in the electronic timekeeping system for all assigned staff.
Duties/Responsibilities:
Administrative
- Be knowledgeable of the current Child Care Aware of MN Program Standards, Child Care Development Fund Two Year Plan and the Leech Lake Band of Ojibwe Licensing Requirements for
- Center and Family Child Care.
- Promote and advocate throughout the state of Minnesota for early childhood care and education.
- Monitor and ensure the achievement of program goals and contract requirements of the DHS work plan.
- Communicate with government, community agencies and public officials regarding MnTRECC program policies and implementation.
- Participate in CCA Minnesota and DHS site visits and monitoring/check-in calls.
- Collaborate with CCA Minnesota District Coordinators, CCA Minnesota and DHS in the development and implementation of the service delivery plan according to the MnTRECC contract.
- Ensure MnTRECC activities are publicized statewide based on CCA requirements.
- Attend all NE District meetings, committee work and in-service training that are required according to the DHS work plan.
- Participate on various committees, boards or community groups to ensure tribal issues are represented.
- Work with Early Childhood Development Director to ensure that all MnTRECC grant applications and work plans required for program operations are submitted in a timely manner.
- Ensure approved contracts are processed according to contract and Leech Lake Band of Ojibwe requirements.
- Develop forecasted budget narratives for the program and submit to Early Childhood Development Director.
- Review revenue & expense reports with Early Childhood Development Director.
- Ensure that all reports required by the terms and conditions of each contract are processed in a timely manner.
- Document and follow up on any justifiable complaints made to the program and make appropriate referrals to other agency staff for resolve of issue.
- Maintain an accurate and up to date filing system for all contract information received.
Statewide Services:
- Coordinate and facilitate the MnTRECC Planning Team meetings for the purpose of developing the objectives and goals of the DHS work plan and develop strategies to ensure the implementation of MnTRECC statewide activities
- Act as liaison between Tribal Child Care programs and Child Care Aware Minnesota programs in promoting coordinated services and dissemination of information.
- Communicate with CCA District Coordinators on a regular basis to discuss tribal childcare issues and concerns
- Serve as advocate and resource to Tribal Child Care programs.
- Conduct on-site visits to Minnesota Tribal Child Care Programs to gather information, determine supportive assistance and resources to reservation child care programs and the metro tribal child care programs
- Develop linkages between Tribal Child Care programs and CCA Minnesota staff
- Provide assistance to Minnesota Tribal Child Care Programs for the enhancement of CCDF plans, building capacity & retention and connecting with Child Care Aware activities within their area.
- Coordinate with DHS and CCA providing technical assistance to tribal partners statewide engaged in the PA/BQ project to enhance tribal child care programs.
- Collaborate with MnTRECC Planning Team Members, MN CPD and DHS to determine how and who will deliver PIP trainings, criteria of an active trainer and to develop the certification process and structure of the work.
- Collaborate with MN CPD and DHS to determine accessibility to the PIP curriculum through a downloadable link or another process or method
- Communicate with DHS and MN CPD and coordinate and attend any future meetings and workgroups that are involved in the progress of revising or updating the MN PIP curriculum.
- Collaborate with MN CPD in the development of action plans to advertise and recruit American Indian candidates statewide for the PIP training/certification
- Collaborate with the MN CPD, DHS and Planning Team Members in the development of action plans and activities to ensure the success of the translation and dissemination of the new Language Kits.
- Collaborate with Tribal partners statewide to ensure the development of an Ojibwe musical component to accompany the new Language Kits.
- Work in conjunction with the MN CPD and DHS on the process of approval and certification of the new Cultural Trainer/Training Process.
- Plan and facilitate an annual MnTRECC Planning Team Retreat for staff.
- Oversee and monitor the MnTRECC Grant Program and prepare and submit a Grants Administration Plan to the State ensuring the grants application review process & determinations for awards are implemented according to the Grants Administration requirements.
- Ensure that all provider grant funds are spent by the end of the biennium and close-out reports are submitted to DHS to deadline.
General:
