Employment Status: Regular, 12-month
Function The Dean of Career & Technical Education (CTE) is responsible for oversight of all courses and programs in the Career and Technical area, including the Perkins Grant. Position is also responsible for oversight of Centralia Correctional Center program (if applicable).
Organizational Relationship The Dean of Career & Technical Education reports to the Vice President of Instructional Services, who reports to the College President.
Qualifications
Required
- Bachelor’s Degree in an appropriate discipline, along with a minimum of ten years relevant educational and workforce leadership experience.
- Minimum of five years of business and industry experience within a Career and Technical profession.
- Demonstrated understanding of and commitment to the community college mission and philosophy.
- Commitment to teamwork and consensus decision making.
- Excellent oral and written communication skills.
- Knowledge of vocational training and CTE/learning methodologies.
- Experience in curriculum design to include, face to face, hybrid and on-line programs.
- Demonstrated proficiency in organizing and planning.
- Excellent leadership and managerial skills.
- Experience in accreditation processes.
- Leadership experience in directing assessment processes.
- Knowledge of personnel and course evaluation processes.
- Must be high energy, excellent communicator, and active with all CTE faculty as well as possess the ability to form, groom and maintain solid relationships with area businesses and industry partners.
- This position will require some nights and weekends.
Preferred 3 years community college teaching experience. Master’s Degree
Essential Functions
- Coordinate the development of an instructional schedule for the division, and assign individual instructors to implement the schedule.
- Lead and manage all courses and programs in the Career and Technical area, including Perkins programs services.
- Effectively lead all CTE faculty in college-wide assessment and articulation
- Evaluate faculty assigned to the division and submit recommendations to the Vice President of Instructional Services.
- Oversee all professional and support staff in the division.
- Coordinate, evaluate, recommend and develop revisions in the curriculum and new programs for all instructional areas in the division.
- Coordinate the preparation of an annual budget, request for the division and administer the budget under the guidance of the Vice President of Instructional Services.
- Serve as a member of the administrative team, including serving on the President’s Cabinet, Curriculum Council, all CTE advisory boards, and other committees.
- Provide educational leadership for the professional staff in the division, including leadership for faculty development, strategic planning and instructional research.
- Develop new educational programs as justified to meet the needs of business, industry and manufacturing partners.
- Oversee the Centralia Correctional Center programs (if applicable).
- Develop, in cooperation with the Vice President of Instructional Services, an annual set of goals for the division.
- Pursue the offering of career programs off campus.
- Organize and maintain partnerships in order to more effectively meet the College’s mission.
- Prepare and submit to the Vice President of Instructional Services an annual report summarizing the extent of accomplishment of the goals for the division.
- Ensure program approvals with ICCB and meet all program performance standards as determined by ICCB.
- Provide presentations to department personnel, institution and Board of Trustees
- Work with Director of Workforce Development and Career Services in developing and maintain partnerships with secondary and elementary schools, universities, business and industry, and the community in order to meet the College’s mission.
- Dean will hold quarterly meetings with Department Chairs and Program Coordinators.
- Dean will ensure all programs are following all industry safety standards.
- Required to form, groom and maintain solid relationships with area business and industry partners.
- Dean will oversee and ensure the business and industry, Community Education, and Continuing Education processes and offerings are being conducted appropriately.
- Protect College assets including human resources and reputation and ensure efficient use.
- Responsible for due care above and beyond normal educational, inspectional, and supervisory services to include the following:
o Evaluate the efficiency of policies, processes, and reports to identify hidden risks or non-conformity issues o Coordinate the selection and implementation of action needed to mitigate risks or non-conformity issues, including discussion with those responsible for insurance, legal issues, or Ethics Officers o Monitor policies, processes, reports, and improvements made for effectiveness and modify as necessary
Other Functions
- Recommend catalog additions, revisions, and deletions for all instructional areas in the division.
- Assist the appropriate College staff in the dissemination of information dealing with Kaskaskia’s programs and activities for students and the community.
- Oversee development of Dual Credit partnerships with local secondary institutions.
- Other duties as assigned.
Supervisory Responsibility Responsible for supervision of all faculty, professional and support staff within the division.
Supervisory Controls The Dean of Career and Technical Education is required to work independently with a minimum amount of supervision. Consultation with the Vice President of Instructional Services is available as needed.
Guidelines The Dean of Career and Technical Education is expected to follow all College policies and procedures as well as all local, state, and federal laws. The Dean of Career and Technical Education is also expected to adhere to and foster development of Kaskaskia College core values of compassion, honesty, respect, responsibility and fairness.
Personal Relationships The Dean of Career and Technical Education will have daily contact with students and other College employees and will have frequent contact with community and external agencies.
Physical Demands and Work Environment Travel within the College district, as well as occasional overnight travel is required as necessary for professional development and in carrying out the responsibilities of this position.
Performance Evaluation Performance will be evaluated on at least an annual basis and more often as necessary. The purpose of the evaluation will be to note strengths and identify areas of improvement.
