Johnson County Public Health seeks a full time Oral Health Coordinator to serve as I-Smile Coordinator for its Maternal, Child and Adolescent Health Programs. The Oral Health Coordinator works to build strong oral health systems in the community to reduce early childhood caries and improve the oral health of the community.
DEFINITION AND DUTIES:
Under general supervision, develop and administer oral health program services in the service area. Manage oral health portions of grant contracts. Assure program areas are well represented and appropriately integrated within local health, education, and community systems by developing and maintaining relationships with community partners. Develop protocols for the oral health program and track data on children’s oral health needs. Provide screenings, fluoride varnish, prophylaxes and sealants as a gap-filling measure.
Knowledge of:
- Principles, techniques, terminology, and best practices of oral health and preventive dental health clinical services
- Development of pediatric dentition
- Dental procedures, materials, equipment, and maintenance
- Principles of health promotion, behavioral change models, and communications
- OSHA, HIPAA, state and federal regulations
- Federal and State grant management
- Electronic health records and billing documentation
- English language to include grammar, spelling, sentence structure, and vocabulary

MINIMUM EDUCATION, TRAINING AND EXPERIENCE:
Associates degree in dental hygiene from an accredited dental hygiene program AND three (3)
years of dental hygiene clinic experience in private practice, schools, hospitals, or
community/public health settings. CPR certification and proof of mandatory abuse report
training required. Experience with pediatric population preferred.
Special requirements: Must be licensed as a Registered Dental Hygienist in the State of Iowa.
Valid driver’s license and insurable under County liability coverage. May require use of private
vehicle for official business. Must pass background check.
SPECIFIC DUTIES: to be performed satisfactorily with or without reasonable accommodation
The following duties are normal for this position. These are not to be construed as

- Manage oral health portion of grant contracts.
- Work with agency care coordinator(s) to develop protocols for informing clients about dental services and ensuring dental care coordination for Medicaid-enrolled children.
- Conduct oral health needs assessment for the Maternal Child and Adolescent Health (MCAH) service area.
- Create and conduct community infrastructure building activities specific to oral health including development/maintenance of community partnerships and establishing referral networks.
- Assist agency care coordinator(s) in determining clinical sites, hours of service, and scheduling.
- Assist in training both professional and para-professional oral health staff.
- Serve as liaison between Johnson County Public Health (JCPH) and the University of Iowa College of Dentistry (UI COD) for the Infant Oral Health Program including exchanging program updates and orientation of UI COD residents/students.
- Assist in writing grant activities specific to oral health.
- Monitor and evaluate oral health program activities.
- Coordinate and conduct audits of school dental screening certificates.
- Create and implement oral health promotional activities in the community.
- Assist in planning activities related to providing dental sealants in school settings.
- Perform direct services within the scope of practice for a licensed dental hygienist, including, but not limited to: oral assessment and screening, sealant application, fluoride varnish application, oral hygiene instruction, prophylaxis, and nutrition-dental counseling.
- Provide services as specified in the written Public Health Supervision Agreement and under the protocols specified in the agreement.
- Follow Maternal Child and Adolescent Health (MCAH) protocols for dental assessment and education.
- Provide outreach to local health and dental providers to promote oral health programs and encourage acceptance of Medicaid-enrolled children.
- Refer clients to area dentists for dental treatment and to establish ongoing dental homes and assist families in finding payment sources for dental care.
- Assure data entry of oral health services.
- Ensure infection control protocols are followed in locations where direct dental services are provided.
- Serve as a mandatory reporter to the Department of Human Services (DHS).
- Assist with the development of undergraduate and graduate students completing internships and practicum experiences at Johnson County Public Health.
- Participate in program quality improvement and evaluation including program, divisional, and department performance indicators.
- Participate in emergency preparedness response as directed.
- Participate in work-related meetings, committees, training and educational opportunities as required.
- Perform all work duties and activities in accordance with County policies, procedures, and safety practices.
- Attend work regularly at the designated place and time.
