Small Communities Systems Operator Sewage Treatment Facility West Point, VA. Full Time. $16.93/ $35,213.06 Annually The Hampton Roads Sanitation District Under broad guidance, the Small Communities Operator is responsible for: Operating, maintaining and repairing sewage treatment facilities under general supervision. Supervising assistants in the servicing and repair of sewer mains & appurtenances; servicing and maintaining a large number of pumping stations; performing involved and difficult maintenance and repair on collection system force mains, gravity mains and pump stations. Performing other assignments as required. This position works under the direction of the Chief Operator or Lead Operators.
Examples of Position Duties:
a. Performs operations, maintenance and repair activities for sewage treatment facilities.
b. Performs operations, maintenance and repair activities for collection system facilities.
c. Exhibits alertness and attentiveness to equipment requirements.
d. Prevents misuse and abuse of treatment plant and collection system property, equipment and resources.
e. Adjusts wastewater flows, pumping rates, chemical feed rates and other process variables.
f. Collects samples, performs field test and measurements, and performs laboratory tests and analyses.
g. Performs algebraic computations and records data on the daily operations sheets.
h. Supervises and responsible for operator assistant as assigned.
i. Inspects machinery and pumps and performs maintenance assignments.
j. Knows SOP materials and all aspects of wastewater treatment operations.
k. Knows HRSD safety procedures and policies and is responsible for their implementation.
l. Vents entire force main system as scheduled; inspects and exercises system valves and air vents.
m. Installs pipeline and valve markers, adjusts valve boxes and air vents.
n. Inspects and services gravity sewers and exposed pipeline crossings for condition.
o. Investigates customer complaints and works with other maintenance personnel to correct problems in system.
p. Uses pressure recorders and gauges.
q. Installs and removes pumps, motors, valves and piping in pump stations and treatment plants.
r. Performs various types of construction activities such as forming and pouring concrete, building construction, plumbing, painting etc.
s. Operates heavy equipment such as a backhoe, a front end loader and a septage truck. Transports equipment as required.
t. Performs scheduled preventive maintenance on pump station and treatment plant equipment and records labor in computerized maintenance program.
u. Performs daily checks of pump stations to determine that all pumps and supporting facilities are in proper working order.
v. Checks to be certain pumps and automatic controls and appurtenances are functioning properly.
w. Cleans rags and other foreign materials from bar screens and wet wells.
x. Investigate and perform marking activities for Miss Utility tickets.
y. Perform periodic checks of alarm systems and auxiliary diesel or propane generators to ensure they are working correctly.
z. Perform general housekeeping and landscaping activities at treatment plants and pump stations.
aa. Enter work request for repairs required beyond operator's ability.
bb. Conducts supervised work activities based on specific instructions and schedules.
cc. Inform Chief Operator/Lead Operator of special situations and problem areas.
dd. Must obtain working knowledge of GIS program and equipment.
ee. Carries cell phone when on assigned stand-by schedule.
ff. Performs other duties as assigned.

a. Must be able to follow technical instructions, procedures and schedules, both written and orally given.

d. Must be able to perform mathematical calculations involving addition, subtraction, multiplication, division, percentages and ratios.
e. Ability to recognize problems quickly and use good judgment in locating the most appropriate guideline or practice to follow with little or no supervision to solve problems.
f. Working knowledge of standard office equipment to include a personal computer.
g. Ability to cooperate and work well with other treatment plant personnel.
h. Must be able to follow instructions and exhibit dependability.
Working Conditions:
a. Must be able to work overtime and/ or unusual hours as necessary.
b. Must wear a mobile phone and be immediately accessible by telephone in order to respond to emergencies according to a stand-by schedule or as announced.
c. Must work rotating weeks involving weekly rotations and weekend duty as needed.
d. Must work in varying climatic conditions outdoors; indoor work environment may be routinely hot, cold, misty, and/or unventilated; work involves exposure to hazardous materials and handling of wastewater.
Physical Requirements:
a. Must have the physical dexterity to accomplish the duties defined herein.
b. Must be able to identify colors used in work.
c. Work requires the ability to lift 50-75 pounds.
d. Must be medically certified to wear a respirator up to half an hour.
e. Must be willing to work around hazardous materials.
f. Must be able to periodically work in OSHA designated noise environment (over 85 decibels).
g. More than 50% of work involves walking, standing, climbing or bending.
Other:
a. Medical certification of physical requirements may be required.
b. Must be currently authorized to work for any U.S. employer. Section IX.
Qualification Standards:
a. Education Required High school diploma or GED and completion of HRSD's Apprenticeship program for this trade, or equivalent, as determined by HRSD's Apprenticeship Committee.
b. Experience
1. Required Completion of the On-The-Job-Training portion of HRSD's Apprenticeship program and four years of experience, or approved equivalent as determined by HRSD's Apprenticeship Committee.
2. Desired Experience in construction/repair of sewer lines; operation and maintenance of wastewater collections systems and pump stations; experience in general construction trades, including concrete work, carpentry, earth work, construction, welding and steel work; familiarity with and ability to operate heavy construction equipment, to include supervisory skills.
Training Levels: This position is fully qualified at Grade 5, with experience and education as noted above, a Virginia Class I Wastewater Works Operator's License. (Must be obtained within 10 years of appointment to position) and a Class A CDL (Must be obtained within 2 years of appointment to position).
For those persons less qualified, the following training levels have been established:
Grade 5a - Completion of three years of Apprenticeship training and 3 years experience.
Grade 5b - Completion of two years of Apprenticeship training and 2 years experience and Class A CDL license.
Grade 5c - Completion of one year of Apprenticeship training and 1 year experience.
Grade 5d - Basic entry level requirements.
d. Special Licenses
1. Required a) Valid Driver's License from state of residence. b) Valid Class A Commercial Driver's License from state of residence (Must be obtained within 2 years of appointment to position)
2. Desired Valid Class A CDL or Class A CDL Permit from state of residence.
