Under general direction, performs complex administrative duties related to all County related housing programs, including but not limited to, affordable housing, Community Development Block Grant (CDBG) and HOME Investment Partnerships program (HOME) programs. The incumbent will also serve in a leadership role for County homelessness initiatives including, but not limited to, Home Emergency Aid Program (HEAP) and No Place Like Home (NPLH). In addition, the incumbent will administer relevant elements of the Calaveras County Housing Element. Supervision will primarily be provided by the Health and Human Services Agency (HHSA), but duties related to the Housing Element will be supervised by the Planning Department (approximately 75%/25% respectively).
DISTINGUISHING CHARACTERISTICS:
This is a single-position advanced class that is responsible for the planning, preparing, implementing, evaluating and monitoring of housing program and project activities. Incumbents are primarily responsible for the planning, development, administration, and performance assessment activities for all housing and community development programs and funding opportunities for use in developing county housing solutions. Incumbents provide a professional-level resource for organizational, managerial, and operational analysis and studies.
Example of Duties
- Directs the development, implementation and evaluation of County Housing Element, policies and procedures; develops long and short-range objectives and strategies to achieve those objectives.
- Plans, organizes, administers and coordinates the activities of a variety of housing programs within the County including first time homebuyer, housing rehabilitation, housing development, and other similar programs in collaboration with County departments, consultants, private developers and other agencies.
- Develops scopes of work and conducts procurement of consultants as needed.
- Serves as an advocate and resource for low income families seeking housing opportunities.
- Identifies, pursues, and monitors grants, low interest loans, public-private housing partnerships and other types of affordable housing assistance.
- Prepares and administers grant applications and seeks additional funding sources for housing activities.
- Assists in identifying, educating, creating and marketing housing program development opportunities to private developers, realtors, and non-profit organizations.
- Builds and maintains positive working relationships with State Housing and Community Development Staff, co-workers, other County employees/departments and the community.
- Performs various administrative tasks as required, including preparing reports and correspondence, entering computer data, updating internet webpage content, copying and filing documents, chairing committees, attending meetings, answering the telephone, etc.
- Acts as the County's representative and liaison on relevant topics, including but not limited to, responding to questions and comments from the public in a courteous and timely manner; collaborating with involved parties to reach resolutions on identified issues; speaking in public and making public presentations.
- Establishes and maintains communication and cooperative relationships with business leaders, developers, organizations, private and public agencies, and the general public to promote and facilitate the implementation and execution of the County's housing programs.
- Researches, compiles, and analyzes information; analyzes housing, economic and demographic statistics; prepares specialized reports and correspondence related to projects and programs, including monthly reports, staff reports, financial spreadsheets, legal notices, oral presentations, annual reports, implementation plans, news releases, and other correspondence; prepares and presents agenda items, memoranda, and/or reports to the Board of Supervisors; makes recommendations on related issues.
- Coordinates and prepares written materials on projects and programs, including marketing materials, agenda reports, spreadsheets, maps, memoranda, articles, and correspondence.
- Leads, attends and participates in professional group meetings and committees; provides advisory and staff support to various committees.
- Facilitates strategic planning efforts as they relate to County housing and homelessness needs.
- Stays abreast of new trends and innovations in the field of housing programs; researches emerging products and enhancements and their applicability to County needs.
- Provide supervision to and mentor/coach assigned staff.
- Performs other related duties as assigned.
Minimum Qualifications
Knowledge of:
Principles and practices of management, administration, resources allocation, planning procedures and techniques. Federal Housing and Urban Development and California Housing and Community Development program rules and regulations as they relate to CDBG, HOME, CalHome and other Federal and State Programs. Procurement and contracting procedures, CEQA and NEPA rules and regulations, labor standards, fair housing and equal opportunity standards, relocation and acquisition rules. Affordable housing finance and programs including development, rehabilitation and other related programs. Grant and funding application and administration processes; funding sources; and residential rehabilitation. Principles and practices of policy development and implementation. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Affordable housing and community development specialty areas including Housing Rehabilitation, First Time Homebuyers, Tenant-Based Rental Assistance, Emergency Housing Assistance Program, infrastructure projects, community facilities and public services. Best practices as they pertain to addressing homelessness. Data gathering and assessment techniques related to housing needs, market conditions and development costs. Administrative principles and methods, including goal setting, planning, program and budget development and implementation. Basic principles and practices of employee supervision, including work planning, assignment, and the training of staff in work procedures. Modern office procedures, practices and technology, including the use of computers for word processing, spreadsheets and other records maintenance. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
Skill and Ability to:
Plan and develop a comprehensive County housing strategy. Facilitate the activities necessary to meet the housing needs of County residents through the creative application of development, rehabilitation, HOME, CDBG and other programs. Research, secure, monitor and administer grants and other funding. Develop, implement and interpret division goals, objectives, policies and procedures, and work standards. Analyze complex problems, evaluate alternatives and make sound recommendations in support of goals. Interpret, apply, explain, and ensure compliance with Federal, State, and local laws, codes, and regulations and departmental policies and procedures. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Exercise sound independent judgment within general policy guidelines. Represent the County effectively in meetings with others and make presentations to various groups. Lead community collaboratives that relate to housing needs. Communicate clearly and concisely, both orally and in writing. Effectively use computers for word and data processing. Establish and maintain effective working relationships with those contacted in the course of work. Operate modern office equipment including computer equipment and specialized software applications programs. Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
Education, Training and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to the completion of twelfth (12th) grade AND:
One or more of the following:
- Possession of a Master's degree from a college or university with one year of professional experience administering or working in land use, housing, health and/or human service related programs.
- Possession of a degree from a four-year college or university with two years of professional experience administering or working in land use, housing, health and/or human service related programs.
- Possession of an Associate degree from an accredited college with four years of professional experience administering or working in land use, housing, health and/or human service related programs.
- Seven or more years of professional experience administering or working in land use, housing, health and/or human service related programs.
Experience:
Management experience with a public agency is highly desirable.
