BUILDING & ZONING COORDINATOR

The City of Salem, Illinois is seeking a full-time Building & Zoning Coordinator. This skilled position will work under the direction of the Economic Development Director and include various tasks including Code Enforcement, Building Permit Inspections and work with Planning and Zoning throughout the City.
Starting salary range between $45,000 and $55,000 dependent on experience and education and includes a full benefit package.
This position performs, enforces, and interprets all laws and regulations relating to a variety of administrative and professional work related to building and zoning, including building, floodplain, subdivision, zoning and current planning. This position will also serve as the City’s Code Enforcement Officer which includes a variety of tasks involving investigative enforcement of municipal codes, ordinances and regulations. Office and field work will be required to complete most tasks assigned. Duties include but are not limited to:
- Perform and review building permit applications and issuance, construction drawings, zoning inquiries, on-site building and zoning inspection.
- Accurate and complete recording keeping pertaining to all planning, zoning, building and code enforcement activities.
- Fields and resolves customer service issues related to the work of the department, either in person, by telephone or via email. Must exercise excellent professional communication skills and confidentiality at all times.
- Assists in the development of short- and long-range projects, gather data and provide reports as needed for future development projects.
- Attends professional development workshops, conferences, and continuing education workshops, to maintain certifications and keep abreast of trends and development in the field of code enforcement and planning.
- Reviews building plans and specifications to ensure compliance with City codes. Conducts on-site inspection when necessary to ensure compliance.
- Reviews applications and procedures for variations, amendment/rezoning and special uses to be heard by the Zoning Board of Appeals and the Planning Commission; acts as the secretary to these Boards gathering data to help the Board make sound decisions. Attend monthly meeting with the Board and Commission as scheduled.
- Assists the Department with Property Annexation agreements.
- Conducts field inspections and prepares paperwork to be submitted for legal action when required. Issues citations when necessary for code violations. Monitor compliance and conduct follow-up inspections when needed.
Education Requirements:
Graduation from High School or GED equivalent with a Bachelor’s degree or equivalent in planning or a closely related field. Previous supervisory experience related to planning, zoning, building or code enforcement. The ability to attain ICC certifications as Building Inspector, Property Maintenance Inspector and Residential Building Inspector. Valid driver’s license as issued by the State of Illinois or have the ability to obtain one prior to employment.
