JOB DESCRIPTION

 Public Works Coordinator

Department: Public Works Department

Reports to: City Manager, City Engineer/Public Works Director

Status: Full-Time, Exempt

Supervision Duties: Public Works, Building/Housing, Code Enforcement

QUALIFICATIONS:

 Ability to perform managerial role, skills and functions in areas such as, but not limited to, leadership, planning, organizing, directing and controlling as applied to the position.

 Knowledge and comprehension of public works maintenance, and construction standards, principles and techniques.

 Ability to effectively communicate with staff and the public in a professional manner.

 Must possess good personal skills, organizational skills and documentation skills.

 Applicant should be familiar with OSHA, IEPA, IDOT and IDNR regulations, permit procedures and documentation requirements.

 Knowledge of contact procurement, plan review, cost estimating, budgeting and scheduling is preferred.

 Knowledge and experience with GIS utility mapping systems is preferred but not required.

 Knowledge of legislation and regulations governing municipal public works.

 Must be proficient in the use of computers, office equipment and related software.

EDUCATION AND EXPERIENCE:

 Associates Degree in Construction Management, Bachelor’s Degree in Engineering, Management or related field is preferred.

 At least five years in related public works, construction management, or project management work experience.

RESPONSIBILITIES AND DUTIES (other duties may be assigned):

 Assist City Engineer/Public Works Director with oversight of daily work tasks for Public Works Divisions (Streets, Water and Sewer, Electric, Cemetery, and Maintenance).

 Safety Coordinator for all Public Works Divisions.

 Joint Utility Location Information for Excavation (JULIE) Coordinator for all Public Works Divisions. 

Review site development plans, subdivision plats and construction documents for compliance with City Codes and conduct on-site inspections during construction for compliance with project specifications. Report non-compliance issues to the City Engineer/Public Works Director for resolution. Review contractor pay requests, conduct final inspections and complete project close-out documentation.

 Investigate public complaints related to code violations and routine maintenance of streets, ditches, culverts and storm drains, etc. to determine proper action and/or responsibility required to correct the issue. Coordinate with Police Department on violations and the Street Division to schedule repair work as required.  Issue building permits, fence permits, entrance permits and excavation permits. Track status of permits and conduct final inspections as required per regulations. Coordinate building inspections, occupancy inspections and code violations with appropriate officials/personnel.

 Maintain project files for all new site developments and infrastructure improvements. Organize and up-date index of historic project files and plans. Cross-check historic project files with GIS mapping for accuracy and completeness.

 Review and maintain the City’s GIS Utility Mapping System. Duties include adding new units of infrastructure improvements as they are constructed and incorporating historic data into the mapping system.

 Assist City Engineer/Public Works Director with preparation of annual Division budgets and monitor Division line item purchases throughout the budget year.

 Assist City Engineer/Public Works Director with site/construction management.

 Attend public meetings and City Council meetings as requested by the City Manager and in the absence of the City Engineer when deemed necessary. 

CERTIFICATES, LICENSES, REGISTRATIONS:

 A valid motor vehicle operator’s license is required.

 City of Mascoutah residency is not required but is considered beneficial for this position.

PHYSICAL DEMANDS:

 Ability to sit continuously; stand, walk, hear, reach and grasp occasionally.

 Must to be to drive a vehicle on a daily basis.

 Requires varying levels of concentration of attention.

 Requires visual and hearing interpretation.

 Must to able to handle up to and over 60 pounds of material rarely, up to 25 pound of material occasionally and up to 5 pounds frequently.

 Must be able to move material by hand continuously, by truck occasionally.

 Lifting is required in mostly office type activities.

WORK ENVIRONMENT:

 Ability to perform job duties during stressful situations. 

 Ability to perform indoor and outdoor duties.

 May be subjected to conditions including fumes, odors, dust, gases, or poor ventilation.

 Work in exposed to extreme cold occasionally

 Hazards include proximity to moving mechanical parts, vibration, electrical current, working on scaffolding and high places, explosives, noise, exposure to high heat, exposure to chemicals occasionally.
