Part-Time
Salary: $25.75 - $42.33/HR DOQ
GENERAL PURPOSE:
- Responsible for the management and oversight of all human resources related functions, risk management, employee safety, and training programs; performs special projects as necessary; coordinates activities with other City officials, departments, outside agencies, organizations, and the general public; provides staff support to the Assistant City Manager as needed.
SUPERVISION RECEIVED:
- Works under the broad policy guidance and direction of the Assistant City Manager.
ESSENTIAL FUNCTIONS OF THE POSITION: (For purposes of 42 USC 12101)
- Manages all of the City’s human resources functions such as ensuring that all employee policies and procedures are in compliance with federal, state, and local regulations; evaluating and producing compensation analysis; maintaining job descriptions; and managing the City personnel files.
- Researches, develops, and recommends human resources related policies and procedures. Administers the City’s benefits program, including health care, Affordable Care Act compliance, employee wellness programs; life, dental, and other supplemental insurance, deferred compensation plans, and coordinates the employee benefit fairs.
- Manages Worker’s Compensation claims, FMLA, FSLA, COBRA, and other federal or state mandated employee-related programs; works with the Assistant Finance Director with the coordination of retirement preparation.
- Coordinates, assists, and provides guidance for hiring, employee orientation, training, disciplinary action, and termination; provides employee support and counseling regarding job-related concerns; ensures that all polices are administered fairly and consistently; monitors employee trends and proactively manages any issue that may arise.
- Represents the City at all Civil Service Commission meetings; serves as a key participant in Collective Bargaining agreements and/or any other employee labor agreements or contract negotiations.
- Oversees the employee training and safety programs; risk management claims in coordination with the Public entities Pool (PEP); and may, at times assist with records requests and records retention; responsible for monitoring trends and legislation related to human resources functions, risk management, and employee safety.
JOB REQUIREMENTS:
Formal Education/Knowledge
- Graduation from a four-year college or university with a Bachelor’s Degree in Human Resources Management, Public or Business Administration or closely related field; AND
- A minimum of three (3) years of documented work experience as a Human Resources Manager; OR
- An equivalent combination of education and experience. A Master’s Degree in Human Resources Management, Public or Business Administration or closely related field may substitute for one (1) year of qualified experience.
Skills/Knowledge
- Thorough knowledge human resources policies and procedures, programs and professional standards; knowledge of local, state, and federal employment regulations (FMLA, FSLA, ADA, and ACA); labor relations and negotiations; training and performance programs and evaluations; Civil Service Commission standards; employment testing and measurements; City department policies and procedures; investigation techniques; records management and employee benefits administration.
- Knowledge of Worker’s Compensation administration; procedures and claims management; employee training and development; skilled in resolving disputes and complaints from the public and strong analytical and interpersonal skills;
- Knowledge of CMI financial software;
- Knowledge of Civic Plus Human Resources Portal;
- Ability to establish and maintain effective working relationships with employees, elected and appointed officials, other agencies, and the public;
- Communicate effectively, both verbally and in writing; operating a variety of office equipment including computers and calculators; establish and maintain effective working relationships with employees, other agencies and the public.
- Ability to work independently and deal effectively with stress caused by continuous program and project development; work quickly and accurately with numbers; operate, problem solve and procure various types of information systems office equipment; work under the time pressures of meeting deadlines;
Certifications and Other Requirements
- Certified as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) is preferred;
- Must possess a valid State of Ohio driver’s license;
- Must possess basic computer skills, including Microsoft Office Word and Excel;
- Must pass background check.
Interpersonal/Human Relations Skills
- Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the City requires exercising participative management skills that support team efforts and quality processes. Must demonstrate the ability to build consensus, effect cooperation and participation and drive improvement changes.
