Summary
The Assistant Human Resources (HR) Director performs complex, technical work overseeing the City's local, state and federal employment regulation compliance efforts. The Assistant HR Director provides supervisory oversight to the Employee Safety, Health and Wellness Division including management of the budget. The Assistant HR Director manages the City's Employee Relations functions and work is performed independently under the general supervision of the Director of Human Resources.
Essential Tasks
- Oversees Title VII, ADA Title I, ADEA compliance efforts
- Develops and implement comprehensive employee development program
- Serves as the City's representative in all unemployment and EEOC matters
- Represents the City's interests in employment claim-related mediation with full settlement authority and discretion with the support of counsel
- Assists in the administration of organization-wide performance management measures
- Manages operational budget, staff members and occupational health clinic
- Conducts internal investigations on sensitive matters including discrimination, harassment and workplace violence investigations and manages the grievance and appeal process
- Maintains statistical data and records on employee relations matters
- Drafts, revises and maintains personnel policies and forms
- Partners with employees, managers and supervisors to solve workplace issues
- Regularly reviews internal process for automation and/or adaptation opportunities
- Assists in the administration of comprehensive benefits program
- Co-facilitates the annual renewal process with brokers and benefits providers
- Coordinates the discovery process for all employment-related litigation and Workers' Compensation mediation matters
- Leads organizational culture efforts including Employee Recognition, Appreciation, branding and team building
- Maintains internal and external HR Department websites
- Complete N.C.G.S. 160(a)-168 public records requests from agencies and individuals
- Serve in the place of the HR Director in the event if absence or inability
- Special projects and other duties as assigned;
- Ensures all work is completed in accordance with OSHA standards
Required Qualifications
- At least a Bachelor's Degree in Human Resources Management, Business Administration Public Administration or closely related field;
- At least five years of progressively responsible Human Resources experience across major functions;
- At least three years of supervisory experience;
- Microsoft Office Suite experience
- Intermediate to advanced functionality in Microsoft Excel verifiable by pre-employment skill assessment
- Human Resources certification or ability to obtain within one year of employment
- SHRM-SCP/CP
- IPMA-SCP/CP
- SPHR/PHR
- Valid North Carolina Driver's License or ability to obtain one within six months of employment
Preferred Qualifications
- Master's Degree in Human Resources, Business Administration, Public Administration or other, closely related field;
- Experience with personality/interpersonal assessments
- E.g. Myers Briggs Type Indicator, Clifton Strengths Finder, EQ-i etc.
- English and Spanish Language skills.
Salary: $72,478.10 to $124,262.11 annually with enefits
