Real Estate Appraiser III Position Details
Status: Full-time regular position
Salary: $82,659 – $99,195 annual ($39.74 - $47.69 per hour), depending on qualifications (exempt)

Hours: Standard business hours (8 am-4:30 pm), may vary based on business need
Reporting Relationship: Reports to City Assessor
Community Development Department
The Community Development Department is comprised of Planning, Assessing, Economic Development, and Housing and Community Services. This department supports the long-term vitality of the City through city-wide land use planning, development review activities, maintaining a positive environment for business, addressing housing and community service needs, and providing responsible property valuations.
Position Responsibilities
The Real Estate Appraiser III position performs appraisals and participate in appeals of commercial, industrial, and apartment properties and complex, controversial and high value residential properties. The primary position responsibilities and areas of impact are:
- Performs high level research and sales analyses; develops written reports.
- Tracks and analyzes the real estate market by physically inspecting properties, developing and applying appraisal techniques, and maintaining accurate and consistent data on properties.
- Appraises new and existing properties; coordinates with assessing staff to review and value 20% of all properties in Eden Prairie; appraises new construction properties; calculates values on the properties; studies market trends to ensure accuracy with State, County, and City guidelines
- Participates in proceedings/appeals during the assessment year for the purpose of the Board of Appeal and Equalization and petitions filed with the Minnesota Tax Court.
- Coordinates all administrative and reporting requirements for the annual assessment; prepares property division/combinations by gathering information from various city departments, Hennepin County and property owners; completes a variety of administrative related duties.
While these areas are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as a part of their role with the City.
Position Requirements
Education: Bachelor’s degree in real estate, finance, business, accounting or related field is required or five years of progressively responsible appraisal experience may be substituted for the Bachelor’s Degree.
License: At minimum a current Certified Minnesota Assessor (CMA) license from the Minnesota State Board of Assessors or a Certified General Appraisal license from the Minnesota Department of Commerce is required. An Accredited Minnesota Assessor (AMA) license from the Minnesota State Board of Assessor’s is required within three years of hire date and the ability to obtain a Senior Accredited Minnesota Assessor (SAMA) license within four years of hire date is required. Current AMA or SAMA license from the Minnesota State Board of Assessors or designations from the IAAO (CAE, AAS, RES) or appraisal designations from the Appraisal Institute (MAI, SRPA, SRA, RM) or equivalent is preferred.
Work Experience: Minimum of five years appraisal experience, with income producing property appraisal experience required. Appraisal experience dealing with litigation preferred.
Technical Skills: Proficiency in MS Office (Word, Excel, and Outlook) required including ability to utilize spreadsheets and mass appraisal applications.

Physical Requirements: Physical effort is light for the majority of work with lifting or carrying limited to 25 pounds intermittently. There are site and building inspections that involve prolonged standing, climbing, and walking. Periods of time with significant customer contact by phone and e-mail. Report preparation and writing at times requires extended use of a keyboard. Appraiser III level will have significant time spent negotiating and discussing values with attorneys and taxpayers.
Working Conditions: Work is split between a normal office environment and on-site inspections of properties. Driving is required for on-site inspections and to attend meetings.
