Superintendent of Recreation
Job Summary
Supervises and implements recreational programs, leagues, leisure programs and educational classes for the department. Hires and supervises employees. Assists with the Recreational budget and operations. This position will assume the Director's duties in his or her absence
Job Scope
Supervises full-time, part-time and volunteer personnel. Assists in the preparation and monitoring the programs and facilities budgets.
Principle Duties and Responsibilities
- Plans, organizes and directs current programs, expansion of programs, program equipment maintenance, utilization of facilities that includes the community center, playing fields and courts.
- Recruits and dismisses full-time personnel subject to the approval of the Director of Parks and Recreation and recruits and dismisses all other programming staff subject to departmental rules.
- Assigns and supervises personnel and provides for continuous training.
- Directs and accounts for expenditures of funds in accordance with budget appropriations in the Recreation Budget.
- Maintains records of all recreation operations, programs, program participation, personnel, inventories, public usage of facilities, and facility maintenance, repair and inspection.
- Administers athletic leagues including formation, schedules, and maintaining standings and other records.
- Develops and implements leisure/education programs for the Community Center.
- Prepares bid specifications for equipment and services.
- Performs public relation and public information activities to promote programs and special events. Includes developing press releases and advertising, speaking engagements.
- Develops and maintains cooperative working relationship with other governmental agencies, public agencies and services groups.
- Assists with the design and material for program flyers, brochures and newsletters.
- Maintains positive work atmosphere by behaving and communicating in a manner which promotes good working relationships with clients, customers, co-workers and supervisors.
- Performs other duties as assigned.
Qualifications
Knowledge of the principles and techniques of recreation administration. Working knowledge of at least five of the following areas: recreation programming of playing fields, courts and centers; athletics; leisure activities and the arts; program equipment maintenance; recreation facility management; leagues and tournament management; coordination and management of program volunteers; federal and state grants; and business management and personnel management. Knowledge of modern management principles and techniques. Knowledge of state and local purchasing regulations. Ability to prepare and maintain departmental and project budgets. Ability to prepare and maintain complex records. Ability to utilize a computer terminal and a variety of software packages. Ability to supervise and train professional, technical and clerical subordinates. Ability to work irregular hours and jobs as necessary. Ability to communicate effectively, orally and in writing. Ability to establish and maintain effective relationships with elected officials, other employees and the general public.
Special Requirements
Requires a Bachelor's Degree in parks and recreation, physical education, or a related field. Certified Park & Recreation Professional (CPRP), preferred. Requires three years progressively responsible experience in recreation management with two years previous supervisory experience. Requires a valid State of Illinois Driver's License. Ability to obtain First-Aide, CPR & AED certification. An equivalent combination of education, training and experience will be considered.
