LOCATION: Location to be determined. Will be located at one of our facilities in Kent or Sussex Counties.
Summary
The Operations & Transportation Team Leader is responsible for the overall management of operational areas of Facilities and Maintenance, Transportation and Food Service that support the programs and centers to operate efficiently and effectively by ensuring that the sites are safe and healthy environments meeting all Federal, State and local licensing and health codes/regulations applicable to their type of use. The position oversees the transportation fleet, storage facilities, and administrative offices.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Administrative
- Develops and manages operational procedures, implements strategic initiatives and completes projects that impact both the local programs and the Company’s business objectives.
- Ensures compliance with Company, State and Federals standards; along with licensing requirements.
- Works with contractors to assure stated work is completed properly.
- Maintains contracts for all utilities, communications, storage, cleaning services, and trash removal
- Responsible for maintaining building and grounds.
- Ensures compliance with municipal ordinances, state licensing laws, and federal standards.
- Oversees the operation and compliance of fire and security systems for all centers.
- Arranges for transportation contracts and school trips.
- Maintains the transportation fleet, obtains insurance cards and vehicle registrations. Ensures motor vehicle inspections are conducted yearly
- Evaluates weather conditions and makes recommendations to the Executive Director for delayed openings or school closings.
- Coordinates the purchasing of all food, janitorial and building supplies.
- Maintains the license compliance files.
- Oversees the issuing of company supplies to personnel, while maintaining an inventory of equipment, laptops, cell phones, walkie-talkies etc.
- Responds to all emergencies. Emergency Liaison with Municipal departments.
- Acquires Food Handler permits, fire permits, and Board of Health requirements. If applicable, arranges for well water testing and maintains records and chemicals for safe operation of well water.
- Supplies Direct Support labor for all locations.
- Negotiates competitive terms for property lease agreements for all property sites in the program.
- Surveys new buildings and opportunities for business expansion.
- Manages the Facility and Food Service annual budgets.
Supervision
Supervise staff and program, including coordination of the various program services, training the staff, in consultation with the Monitoring & Compliance Manager.
- Interview, hire, supervise, and evaluate staff.
- Assure that staff educational development and training needs are met.
- Resolve program issues concerning staff.
- Ensure direct service and program compliance with agency standards and procedures, contract funding and accreditation standards.
- Support the program on effective staff communications and relationships.
- Promote professional development among staff and contribute to staff education.

- Supervise student interns as assigned; coordinate student and volunteer training.
General Agency Requirements
- Maintain agency standards regarding confidentiality, quality, and productivity.
- Participate in agency meetings and committees as assigned or approved.
EDUCATION and/or EXPERIENCE
Bachelor's degree required with a minimum of 3 years facilities, custodial, food service, IT, or related work experience or a combination of education and experience, required. Previous supervisory experience, required.

- An understanding of the Head Start philosophy and the ability to implement its principle of shared authority and decision-making.
- Multi-unit management experience, required
- Prior experience in project management, required
- Prior experience in facilitating and delivering training programs, preferred.
- The ability to develop a fiscally sound budget.
- Experience in Human Services program management, including program planning, operations, and evaluation, and the use of management information systems
- Ability to respond appropriately to the cultural differences present among the agency’s service population.
- Ability to communicate effectively, verbally and in writing.
- Demonstrated computer literacy skills, using MS Office applications and other basic data systems including internet navigation.
- Detailed, well-organized, and data-driven, with the ability to prioritize and multitask
- Physical exam, TB and Drug Screening and criminal background, required.
- Must have valid driver’s license which meets the requirements of the agency’s insurance carrier.
